memberships now store a generalised list of political areas which means it will work properly e.g. in London or Scotland (or even in other countries if a source of data is available), and display better in unitary and metro authorities
add and remove political bodies, which means they can take part of searches and lists
updating areas for boundary changes etc) and consequential re-indexing of users can be done as required
